Fire Marshal

The Town of Windsor is excited to offer an outstanding career opportunity as the Town’s Fire Marshal and be a valued member of our Development Services Team. Connecticut’s first town is strategically located on the beautiful Farmington and Connecticut Rivers between Hartford and Springfield, Massachusetts and is home to over 29,000 residents and a wide array of local and corporate businesses.

The Fire Marshal’s Office has a staff of three who work within a larger comprehensive Development Services Team. This team is collaborative and is responsible for guiding the quality development of the town to ensure the community’s safety and long term success.

The hiring range for this position is $98,000 to $106,000 depending on qualifications and experience.

Candidates with extensive experience may exceed the top of the hiring range for salary. Position Overview:

The Fire Marshal oversees a range of supervisory, administrative, professional, and technical duties focused on community risk reduction, fire prevention, and investigation. This role requires a strong focus on integrity, public service, safety, and collaboration to reduce risk and protect life and property.

Key Responsibilities:

  • Coordinates Community Risk Reduction efforts, including risk analysis, planning, and interdepartmental collaboration.
  • Reviews and approves construction plans for fire code compliance; coordinates with building officials for occupancy permits and business licenses; participates in development review team.
  • Conducts construction inspections jointly with the Building Official and witnesses the acceptance test of fire and life safety systems.
  • Supervises deputy fire marshal, inspectors, and contractors; prepares work procedures, schedules, and assignments; trains and evaluates staff/volunteers.
  • Manages budget for assigned areas, monitors revenue/expenditures, prepares annual budget requests, and ensures efficient use of resources.
  • Conducts inspections of existing structures as required in the CT Fire Safety Code for code compliance; resolves issues with owners.
  • Addresses fire code violations and hazards; issues warnings, citations, and permits for explosives and flammable materials.
  • Inspects hydrants, water supplies, sprinkler systems, and other fire protection systems.
  • Leads fire origin and cause investigations; prepares reports, testifies in court, and oversees investigation team.
  • Provides public education on fire prevention and related topics through talks, demonstrations, and presentations.
  • Acts as Public Information Officer, managing communications across various media platforms.
  • Submits fire reports to the National Fire Incident Reporting System.
  • Responds to after-hours calls and emergencies; is on-call as assigned.
  • Recommends and develops fire prevention policies, procedures, and codes.
  • Advises town manager, makes presentations to officials and the public, and communicates policies to staff and the community.

Desired Minimum Qualifications:

  • Bachelor's degree in fire science, public administration or a closely related field; five years of full-time experience in fire prevention in a similar size community; supervisory experience preferred; or
  • Any equivalent combination of education and experience.
  • Successful completion of the Town’s background and drug screening (includes testing for marijuana).

Special Requirements:

  • Valid Connecticut Fire Marshal’s Certification.
  • ICS/NIMS certifications including NIMS 100, 200, 700, 800, and Basic Public Information.
  • Valid driver’s license with good driving record.
